Quality Management of Protective Equipment for Special Labor Roles

1. Any enterprise that produces special labor protective equipment without obtaining a production license, as well as any distribution entity that sells special labor protective equipment without a production license, shall have its products seized and be penalized according to regulations upon verification.
2. Sealed products without certificates shall be inspected by the Jiangsu Provincial Technical Supervision and Labor Protective Equipment Quality Inspection Station, entrusted by their manufacturing and distribution units. For products that meet the national or industry standards for labor protective equipment, a certificate shall be issued, clearly marking them as “processed goods” and designating specific locations for sale at reduced prices. Products that do not meet the standards shall be uniformly destroyed.
3. For enterprises without a special labor protective equipment production license, after imposing penalties, their names will be reported to the Provincial Department of Labor, and they will be urged to apply for the license. Once the investigation and enforcement work is completed, the cases will be uniformly reported to the Ministry of Labor.
4. Labor administrative departments at all levels shall include personal protective equipment (PPE) as a key component of their routine supervision and inspection activities related to occupational safety and health, and shall urge and guide enterprises to procure, distribute, and use PPE in accordance with applicable regulations. During the province-wide “Safety Production Month” in May and the nationwide “Safety Production Week” campaign, a special inspection shall be conducted on entities that use PPE—including construction sites. For those entities found to be using counterfeit or substandard specialized PPE, the relevant circumstances must be thoroughly investigated and dealt with strictly in accordance with the provisions of the Ministry of Labor’s “Administrative Penalty Measures for Violations of the Labor Law of the People’s Republic of China.”
