Standards for the Provision of Personal Protective Equipment, Compilation Guidelines, and Explanations on Related Issues

  1. This standard has been formulated to further strengthen the management of personal protective equipment and to ensure the safety and health of workers during their work processes.
  II. Occupational protective equipment refers to the essential items provided by the employer to safeguard the safety and health of workers during the course of their work. The employer shall guide and supervise workers to ensure they use these items correctly when performing their tasks.
  3. The state implements a safety production licensing system for special personal protective equipment. Any special personal protective equipment purchased, distributed, and used by an organization must be accompanied by a safety production license, a product qualification certificate, and a safety certification.
  4. Units shall establish and improve management systems covering the procurement, acceptance, storage, distribution, use, replacement, and disposal of personal protective equipment. The safety and technical department shall conduct acceptance inspections on purchased PPE.
  5. This standard, referring to the “Classification Catalog of Occupational Categories of the People’s Republic of China,” has selected 116 occupations as typical occupations.
  6. This standard refers to the national standard GB11651-89 “Rules for Selecting Personal Protective Equipment.” Based on the working environment and conditions of each trade, workers shall be provided with personal protective equipment that meets the corresponding safety and hygiene requirements. The equipment is identified by letters representing various protective performance characteristics (e.g., cc, fg, hw; see Appendix A, “Alphabetical Table of Protective Performance Characteristics,” for details). The materials, styles, and colors of work uniforms specified in this standard must comply with the safety requirements for operations specific to each trade.
  7. All personnel engaged in multiple types of work or working in various labor environments shall be provided with personal protective equipment (PPE) according to the primary job type and labor environment they are working in. If the PPE provided is indeed unsuitable for use when performing other job types or in other labor environments, additional or borrowed PPE required for those other situations shall be provided.
  8. Personnel involved in production management, dispatching, security, safety inspections, as well as interns and visiting guests, shall be provided with appropriate personal protective equipment based on the production areas they frequently enter.
  9. In workplaces where toxic and harmful gases may leak in the event of damage or failure of production equipment, in addition to providing workers with standard personal protective equipment, essential anti-toxic protective gear should also be conspicuously placed on-site for immediate use in emergencies—whether for evacuation or rescue operations. The organization has designated personnel and specific measures to ensure that these protective devices are kept in good working condition and readily available at all times.
  10. Considering that different enterprises in the same occupation may have varying working environments, differing actual working hours, and varying labor intensities, as well as differences in climatic conditions and economic circumstances among provinces and cities, the types of personal protective equipment specified in this standard for each occupation represent the minimum required standards. No specific provisions are made regarding the service life of these PPE items. Instead, the provincial comprehensive safety production management authorities, when formulating their own local equipment standards, may issue additional necessary PPE items based on actual conditions and specify the corresponding service lives.
  11. For job categories not listed in this standard, the comprehensive safety production management departments at the provincial level, when formulating their own province’s equipment standards, shall, based on actual conditions, provide the prescribed personal protective equipment.
